restarting pc so the cheat works ?

Hi guys , every time I want to play cod I need to restart the pc after loader has ask me to launch the game once I am done with the restart then I have to do the loader thing again to start the game if I didn't do these steps the menu will not show up in the game . Have anyone experienced the same issue ?
